The Municipal Regional Stormwater Permit (MRP) Provision C.3 requires municipalities to include appropriate source control, site design, and stormwater treatment measures in new development and redevelopment projects that meet the definition of a “Regulated Project.” Both public and private Regulated Projects must address stormwater runoff pollutant discharges and prevent increased runoff flows using Low Impact Development (LID) and Green Stormwater Infrastructure (GSI) techniques as appropriate.

MRP Provision C.3.j of the 2016 MRP requires municipalities develop and implement a long-term Green Stormwater Infrastructure (GSI) Plan for the inclusion of LID measures into storm drain infrastructure on public and private lands, including streets, roads, storm drains, parking lots, building roofs, and other elements. GSI Plans for each West Valley Community were completed and submitted to the Regional Water Board on September 30, 2019.
